Heyo – my title is trash but I wanted to see if I could find out what this is.
It was like a cape but the inside didn’t have sleeves or anything, just these loops for you to stick your arms through.

Capes don’t really have sleeves.
You might try searching cape coat or cape. I’ve seen some but they seem to be pretty expensive

I don’t know the name but I’ve seen these before in France and Switzerland, basically in the Alps. It’s been 25 years though since I’ve been there…!
